The public list includes Foil Chaser for capturing a first Foil Stackmon, Shiny Tracker for capturing a first Shiny Stackmon and Foil Creator for creating a first Foil Stackmon.
Capture and creation are distinct clues
Foil appears in both a capture goal and a creation goal. That suggests more than one relevant action, but it does not expose the recipe, station, timing or whether every Foil can be obtained both ways.
